Those run by private operators more often focus on lifestyle, with help and care services discretely available to buy if or when required. We found that there were sufficient numbers of staff on duty in order to meet people’ needs. All people and relatives agreed that staff were attentive and there were sufficient staff on duty each day. The provider may wish to note that other parts of the home were in need of refurbishment for example bedroom and lounge furniture, two bathrooms and improved storage facilities for records. We found that there were good systems in place for the involvement of other health or social care professionals.

Each person was supported to take appropriate risks to promote as much independence as possible. The provider had an effective quality assurance process in place. People who used the service, family members and staff were regularly consulted about the quality of the service via meetings and surveys. No areas of concern were identified in the other key questions. Ratings from previous comprehensive inspections for those key questions were used in calculating the overall rating at this inspection.

West House Care Home Limited, Chester Le Street, County Durham

At the time of our inspection there were 26 people using the service. People told us they enjoyed the food and we saw that menus were varied and people had choices at each meal as well as being offered alternatives if they did not want the planned options. We saw that the service had successfully implemented a tool to manage the risk of malnutrition and people requiring specialised diets were supported.

The focussed inspection took place on 20 and 30 March 2017 and was unannounced. This meant the staff and provider did not know we were visiting.West House is a residential care home in Chester-le-Street providing accommodation, personal care and nursing care for up to 26 older people. There were 24 people using the service at the time of this inspection. The service had a training matrix in place to track which staff had attended training courses and when; the registered manager used this to plan when refresher training courses were due. Understanding and support of mental health needs was an area that could be further developed.

This was augmented by an additional tool the registered manager had devised to look at wider weight loss trends. About the service West House Care Home Limited is a care home which provides nursing and residential care for up to 26 people. At the time of this inspection 26 people were using the service. Some care homes are registered to provide personal care only, for example help with washing, dressing and giving medication.

If we receive any concerning information we may inspect sooner. People spoke positively about the leadership of the manager and said communication from the provider was good.

We found that before people received any care or treatment they were asked for their consent and the provider had acted in accordance with their wishes. Where people did not have the capacity to consent, the provider acted in accordance with legal requirements. We learned more about how care and treatment was provided when we talked with staff, observed their practices and looked at the records of five people who used the service. We saw that people had freedom of movement around their home and could spend time in their bedrooms whenever they wanted.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report. Durham House Residential Care Home is a medium size care residence in Chester le Street housing a maximum of 31 individuals. The provider had an effective complaints procedure in place and people who used the service and family members were aware of how to make a complaint.

There were sufficient numbers of staff on duty in order to meet the needs of people who used the service. The provider had an effective recruitment and selection procedure in place and carried out relevant vetting checks when they employed staff. Staff were suitably trained and received regular supervisions and appraisals. The Provider has not yet updated their profile and added details of the services and facilities they offer. For instance, we spent time with people as they had their breakfasts and lunches and observed how staff supported and encouraged them. We saw staff understood each person's different needs, for example, when they required additional support with their mobility. We saw that each person had their own bedroom which was personalised. Each person had the choice to have a nameplate with a photograph and an information sheet about them on their room door. We saw the provider had made suitable adaptations to meet the people’s physical needs. We observed that staff respected people’s privacy and knocked before they entered their rooms.

This meant the staff and provider did not know we were visiting. Staff treated people with dignity and respect and helped to maintain people’s independence by encouraging them to care for themselves where possible. Support plans were in place that recorded people’s plans and wishes for their end of life care. The home was clean, spacious and suitable for the people who used the service, and appropriate health and safety checks had been carried out. This meant the staff and provider did not know we would be visiting.
